At least from the phrasing (and my own experience writing software) is that a Wii/3DS version of the Unreal Engine 3 (UE3) would basically be a different engine due to the amount of changes they'd need to make. The end result being the entire point of UE3, that you can make most of the game once and get multiple platforms is lost as the Wii/3DS would need all new graphics to be drawn (the most expensive part of game development) and probably other changes as well.
