It's the publishers' decision to release what games they want.

So, it's not fully up to publishers what they want and how they want. Unless they don't mind not making sales.

And since this is a democracy, the majority chose Nintendo this generation (since developers often refuse to support the DS), so the developers are going against the majority decision.

Hence, they have no one to blame but themselves when they had to close down their companies.
