This is a bit misleading, as arcade games are actually batch emulated too for most (Namco, Capcom, Tecmo). Really, only Sega seems to go game by game, and not release multiple other titles using the same arcade boards for some reason.
Also, N64 games take quite a bit more individual tweaking than the 8/16bit systems that are supported. I'd say part of the slower process is probably also how Nintendo's split up emulation duties... NES/SNES are handled by SPD in Japan, while N64 is handheld by NST (and presumably a smaller team) in the US.
