They are both Tegra is a SoC (system on a chip design) so CPU, GPU, I/O controler, sound etc all on the same chip.
75 times more powerful basically puts it at the level of at least a GeForce 8600 and probably aproching 8800 level on the high end in graphics capabilities with more advanced shaders etc so more significantly powerful than the GPU in the PS3 for example. So very impressive for something aimed at the netbook/tablet and maybe high end phones.
