Not entirely true, when Nintendo actually puts some weight into their efforts, they generally see great results. Korea's a good example, it's the one Asian market (outside Japan) where Nintendo set up an office and has an official presence and it's also the one Asian market (outside Japan) where Wii leads PS3 and 360 by notable margins (despite launching much, much later than both I might add).
If Nintendo had an official presence in more markets (rather than simply working through 3rd party distributors and importers), they'd probably be similarly dominating those markets. Europe used to be "PlayStation Country" just a few years ago, and look at it today...
