A question about Heavy Rains ending/s.

So I just finished it today. Fantastic game. Is *spoiler* Scott Shelby *spoiler* always the origami killer? Or if I play the game differently will I get a different killer??

Also I feel kind of bad about shooting that drug dealer... :/
