Yes 3DS looks most likely at this stage but you never know Square-Enix might have shifted development to PS3 because of poor of sales of JRPGs on Wii.

Probably not to PS3, as it WAS slated for PS3 initially and then cancelled. I doubt they'd double back without much on paper to convince them of such
