All games do have bugs, but this is the type of thing you say if your games are full of them. Developers with relatively bug free games don't say this sort of thing.
Michael Jordan never said that all players have bad games even though they do. He left this sort of this to guys like Latrell Sprewell. Treyarch is Latrell Sprewell and that guy actually choked his head coach once during a practice.
I'd keep on eye on Treyarch if I were you guys.
