Developers won't care for Move userbase mainly, they will care for game sales. Move games can sell to Move users as well as DS3 users, no need to make Move only titles.
With VGC Pro, if devs pay for it, they will use it for the software sales for titles on Move and/Kinect, not VGC estimates on hardware, especially since VGC has been quite inconsistent with their estimates already. Not a knock at them though because I understand it is almost impossible to know what they sold or even what the true userbase is, especially with the Move.

Look at #1. Also in the case of a title such as Virtua Tennis, they are making separate control schemes for each device, an automated character moving scheme for Kinect users and Non-Navigator Move players and Move/Navigator schemes. The title also still retains normal dual analog controls as well.
Expect numerous games in the future, especially in the sports genre, to follow this lead if sales prove to be very good.
