 Because it is impossible to transition to a non-CGI rendered cinema that remains on the game engine that renders standard gameplay.  This is really common in a lot of games nowadays including, off the top of my head, the Xenosaga series.

 

Sorry but that's still not in-game graphics, its CGI-cut scene. In-game refers to the gameplay engine, that's the consensus, arguing semantics and technicalities in the definition doesn't change the fact that's not in-game.
