there are people who can design levels better than the experts though and anyway that would just increase replayability.

Why then don't they go off and start developing a game  instead of playing with other's work?

thats a different situation and if the ability was givien in the first place i doubt they wouldve done it without consent. like little big planet you can make your own levels so what reason is their to modify something illegally with the game.
