The quality has always been debatable, even in the 2D era. It's just that less people played it and there wasn't the internet to talk about such things. Franchises which get popular will also get more haters and more lovers at the same time.
The uproar was also pretty big after FF VIII, FF X-2 and FF XII. Some people probably thought the exact same way that you do, but it's still there and there are still many people who love the series, who loved FF XIII (that's where I belong to).
"Give the fans what they want"..... this is impossible. The FF fanbase is so split up that you can't please the whole fanbase or even the bigger part of it. It doesn't matter what SE is doing, they can only try do develope a completely different FF every time so that they are able to please different parts of the fanbase.
Also, I have to say, it's funny. There are a lot of people who complain about Japanese games being stuck in the past and not doing anything new, whatever. And then, if there's a series like FF which does different things with every game people still complain. So it doesn't matter what's happening with JRPGs, you will always see a lot of people who aren't satisfied.
