Last time this happened, ioi's logic was that it made the site look bad (maybe not bad--more likely a misrepresentation or something) to newcomers. I think he either solved it by making it visible to members, or gave us an option of turning it on or off. Can't remember.
I think the rebirth of vullgar threads did play a role in the most recent blocking of Off Topic. We'll just have to get ioi's official word.
