Honestly, I'm sure tons of content gets cut from many games. A lot of ideas are introduced through development cycles and some have taken out of the game whenever you have a clearer picture of the whole package. Not to say that some of that 'cut content' isn't going to be in XIII-2, but it's silly to think that this was all according to plan.
