Common sense tells you me you don't know how much it cost or man power it took to make Vanquish. The lack of marketing tells me Sega and Platinum kept Vanquish low risk.

Games like Sniper: Ghost Warior and Metro 2033 didn't sell much better and have been very proftiable. Hence, you can't always assume a HD game with nice visuals is a big budget title.

Vanquish is not a big budget title. In fact, it's probably on the low-budget side of the spectrum. However, it is still much more high-budget than both The Conduit and MadWorld. You underestimate the cost of HD assets versus SD assets.
