Funny, I don't remember them saying anything like that ever. I do remember them saying they cut enough content to make a whole new game but I don't think they said anything about platforms that time.
That said, I do believe they cut content to make the two versions equal. That, or they were planning to use all that stuff in XIII-2 a long time ago. Anyway, I'm especially angry about the lack of Japanese voice track which would obviously have fit on Blu-ray...
