Why? To me, this is clearly something Valve does to try and break down barriers between platforms and let people who game on different platforms play together. If you don't have any friends to play with outside the PC sphere, of course you can go by not caring, but to people who do have friends on other platforms, this is great. Even if one player plays with a slight handicap, it can still be great fun.
So why would the only PC players to do this be the ones using laptop touchpads exactly?
