Why Nintendo does not release a killer app for 3DS launch?

Out of the JP launch games, I'd probably get Layton, SSF4, RR and Puzzle Bobble.  I expect all those games but Layton to make US launch too, though I'm hoping some other titles can make it also (OOT, SteelDiver, Pilotwings, DOA, Monkey Ball, etc)
