We all thought so, but this makes it pretty much confirmed.
It also possibly confirms the rumors of Killzone 3 having a Helghast Civil War of sorts since it appears both of those Helghan leaders want to assume the throne since Visari died and for that they work against each other.
Probably will lead to why Sev is seen with a Helghast uniform.
