Well, it's already been noted that only 2 consoles have sold over 20 mil and both were highly dominant in the market, but there is definitely something else at play here. Space is an issue in Japan, and so is the means of travel. Handhelds are small, so are their games, and you can easily play them on the train. Trains are far more popular in Japan than the West. Hell, trains are the reason why Gunpei Yokoi came up with the concept of Game and Watch games, as he observed a bored business man playing with a calculator to pass the time. Culturally it makes sense for them to shift towards handhelds, which fit better in an on-the-go culture not based on non-personal transportation.
