A number of reasons. Only PS1 and PS2 have ever hit around 20 million mark for home consoles.
The is more than 1 popular console in japan this time around.
and i thought this thread was going to be about this sites japanese numbers. If it was my answer would have been because i think medie create has not released the Hardware numbers yet
