This is only really true if you haven't figured out how to fight effectively yet. Countering staggers every single enemy in the game long enough to get a good combo going, and the Direct Heavy Combo just stuns people over and over and over unless they're real heavies.

Every single enemy has an unblockable, uncounterable attack that you must dodge and use of it is almost as common as regular attacks, some enemies use it more than regulars. Heavy attacks aren't much good since there is rarely only one enemy so others will just attack from the sides since the heavy combos are pretty narrow in direction, so you need end them early with a counter or dodge or get hit.

Of course every enemy has an unblockable. This is to keep the game from being too easy. Heavy attacks stun enemies and make them slump over. These are usually seen at the end of combos or if you hold square or triangle while standing or in the air you can produce a highly powerful offensive move which keeps the enemy away from you. You must also remember to cut the move off incase you're in front of a larger opponent who isnt stunned and can easily go after you. Keep in mind that your efforts are quickly wearing it down.
