I think that's a little too harsh. The whole point of rule #4 was to avoid giving anybody a clear advantage or disadvantage. And I'm no math whiz, but wouldn't deducting two votes from somebody be worse than letting one person vote for him/herself once?
I'm not saying you should take Beuli2's and Marcus' votes into account, but I don't think deducting votes from them is the way to go. You can always just ignore them.
(I probably could've made a more convincing argument, if my head didn't ache like hell. ¬_¬)
Pestering people to vote for oneself, on the other hand, should be punishable. But, of course, it's your call.
