I would wager they are trawling the used game shops and purchased used games instead of new, which are relatively cheaper, and I don't think used game sales are tracked in any way? After all, the notable PS3 releases have been a few weeks, so the shelves are likely stocked with traded in copies after people finished them, same thing in UK except they do it the asshole corporate way, where they charge like a £1 less since it's used.. £37-38 instead of £39.99, thanks Game, so you might as well buy new. Not sure if same thing happens in Japan.
