Unless there's a unified market already in place them as set by the west (think PS3 & 360) JP developers won't take it upon themselves to make one.  Like Wii and PSP (such a wasted opportunity!) I expect 3DS and PSP2 have largely different libraries in Japan.  3DS is probably going to be considerably lower spec than PSP2, which wouldn't help any real effort at multiplatform R&D either... it'd be the same "problem" you find on PS3 & Wii multi, you're holding back performance and interface to the lowest common denominator.

I do think PSP will get some choice support (and likely from many of the same devs as 3DS), but the platform's ultimate success really rests on if Sony can outmaneuver Nintendo and get Monster Hunter exclusively.
