On topic: The most suitable punishment would be to allow this man to realize this full impact of what he's done.  Hopefully the pain from that would be more than anything some physical punishment could bring.

Well according to Christian beliefs God knows everything you will do before he puts you on the planet, so he put this guy on the planet knowing who would do this to the child and put the child on the planet knowing this horrible thing would happen to it.

(Also if God is all powerful, he could easily stop this stuff from happening, but it does.)
