basically the difference between them is that you can get pokemon/items that you can't get in the other versions

I get that, but from the descriptions I've read of Black City it sounds like you have access to new trainers and shops, but not actually catching new Pokemon, while the White Forest lets you explore and encounter wild Pokemon. Not sure how accurate that is though.
