On what you're thinking of, I have been thinking of something similar for different reasons. The measuring of GDP and Economic growth in modern times is done in such a way that it doesn't factor in the actual value of economic activity, and this leads to decisions being made to encourage economic activity which is (ultimately) worthless. The ultimate example of worthless economic activity comes from John Maynard Keynes suggestion that people should be paid to dig ditches and fill them in again, but building homes that will remain vacant (or cause another perfectly good home to be vacant) isn't much different.
