Windwaker used them.
If you shot a fire arrow at a butterfly for example all 4 wings would burn off (as opposed to shooting 1 off at once with normal arrows)
light arrows are awesome though... I loved the sound as an enemy imploded from being hit with a light arrow.
ice arrows have always done the same of course, not sure what more you expect of them than to freeze the enemy (and do more damage than a normal arrow)
