Looking at all software sales in Japan, the best selling 360 games has been Ace Combat 6 with ... 217k.  Only 3 games have sold over 200k (AC6, Blue Dragon and Star Ocean 4).  You would think a HUGE game like FFXIII would sell significantly more, but yeah I'm thinking now that a simultaneous release would've still only yielded 500k at best.  Japan just trends differently from the rest of the world.

A simultaneous FFXIII PS3/360 release would've yielded about 250k copies on the 360 at best. There's no way in hell it would've sold 500k on 360. Ever since the PS3 Slim came out and the PS3 picked up steam in JP, MS has given up on that market, and for good reason as it's a very small and dying market in the console space nowadays, they concentrated their efforts on the EU and especially the US market and the results are being shown on the weekly charts.
