No one can correctly because the phrase doesn't apply. You improperly assume that everything in this world is caused by God according to Christian beliefs. However, the Scriptures state that 1) God does not try with evil things (paraphrased), 2) time and unforeseen occurrence befall us all, and 3) that Satan also influences this world. Thus, according to the Bible, this could be attributed to time and unforeseen occurrence as well as the spirit that Satan encourages. Sorry for the offtopicness, but I couldn't let such a trollish comment go.
On topic: The most suitable punishment would be to allow this man to realize this full impact of what he's done. Hopefully the pain from that would be more than anything some physical punishment could bring.
