Steam is a content delivery platform.  But it delivers practically the same content as the retail content whihc in turn is utilized on the same device platform...the PC itself.  

Steam is not an add-on like Kinect.  A PC add-on would be...well, Kinect on PC.

But heres the catch, without a pc, could you use steam?

Without an X360, could you use Kinect?

Without a Wii, could you use a Wii Balance Board? 
Without a PS3, could you use Move?
Without a PS2, could you use Eye Toy?
Without a Sega Genesis, could you use Sega CD?
Without an N64, could you use a Nintendo 64 DD?
