It does seem low, but there were reports - saw some on this site - of almost every bundle possible being out of stock.  It's possible I guess if last week's demand was higher than MS expected and ran the well dry.

Why not? I mean the Wii was highly supply constrained in its first 2 years due to its major success. And with the huge success of Kinect I won't be surprised to see MS dealing with that kind of issue for a couple of weeks too.
