Actually, if Smash Bros were to come out on the 3DS, Master Chief could actually, at least in theory, make an appearance. MS has generally been fairly open to working on Nintendo handhelds.

Characters dropped: Toon Link, Wolf, ROB, Lucas
Characters returning: Mewtwo
Characters being altered significantly: Falco, Ganondorf, Diddy (add Dixie, paired like Ice Climbers, but different movesets, you switch between them), Lucario.
Characters getting notable tweaks (as Luigi was tweaked for Brawl): Link (updated to suit Skyward Sword, also adjusted to make more different from MM Link), Luigi (Incorporation of Luigi's Mansion elements to make him more distinct from Mario), Kirby (slight modification to behaviour of Kirby hats).
