More processing power often comes at the expense of being a more expensive system, that launches later, and is more difficult and expensive to develop for; and, in the case of handheld devices, has a shorter battery life. Or to put it another way, the negatives of increasing processing power beyond a certain level generally are far greater than the advantage it brings.
We won't know if this is true of the PSP 2 until more details about the PSP2 and the 3DS are released; but if the 3DS is released in April 2011, at $200 (or less) and has a 12 hour (or greater) battery life and the PSP is released in mid 2012, at $300 (or more) and has a 6 hour (or less) battery life the pattern would likely continue.
