If all the tards would quit refreshing when ioi goes to upload data it wouldn't crash. ioi, you should do it differently.
Try sending out a message to all that at this specific time/day you will update data and the site will be down for 10mins.
Then at that time kick everyone off, run the update, then allow a reconnect.
This way it would be down for 10min vs 30min.
