For Alan Wake you also have to look at the amount of devs that work there compared to Polyphony. I believe the amount that worked on Alan was somewhere in the ~15 person range. Yup, and it took PD 5 years to release a game as well.
And if PD decided to go for 500, 600 or 700 hundred cars with only 50 tracks, you bet your ass it would also take them much less time to finish the game
