VGC aren't going so far to do anything. They're just reporting numbers.

What I found confusing was how the Wii was getting such huge boosts despite having nothing notable release, yet PS3 and 360 remain flat despite pretty big releases.

This was answered by people saying it's had plenty of new bundles, and NSMB Wii is still the systems biggest system seller, 1 Year later.

There's quite a number of bundles, the red Wii is apparently quite successful in reeling people in, and there's also games like Just Dance 2 and the upcoming Michael Jackson Experience And DKCR (now released but not at the time these numbers are for) and Epic Mickey. There's also games that have not sold gangbusters but I believe are system sellers more than the average game such as Goldeneye, Kirby and Udraw. It's a cumulative effect imo, the image these games give to potential buyers.
