I think he said that getting mugged wasn't likely. I would agree generally...unless you lived in the favelas (You might be fucked in this area). 

I don't know who said "it's not likely", but I don't belive there's such thing as that, you just gotta be double careful everywhere. there are certain speedways in Rio that you should avoid at late hours because there's a chance the gangs will attack you. here in Porto Alegre there are certain A, B class zones where there's a high chance of getting your tires stolen or your car robbed (and unless they use your car for another crime, they'll probably sell it for a VERY low price to an illegal auto parts retailer)

if you live in favelas the danger is getting in the middle of gang fights or police invasions, other than that I don't see any issue (besides the occasional crack and cocain addicts that rob whoever they find to get more drugs).

here's the Caveirão ("Big Skull") invading a favela. the skull is the symbol of the BOPE (Special Operations Battalion), which usually handles these incursions.
