Can retailers see your billing address?

My unlce pointed this out and I was wondering too. If your purchasing your products at Best Buy why the heck should they care so much if your Canadian or American? Especially if your not even shipping it to Canada? A sale is a sale isn't it? I did give my Canadian phone number too. Hopefully they aren't jerks and let my order go through. if not well I'd be sorta pissed but then again I did pretend to be American.
