Makes sense given Rock Band already leads on 360 sales wise, plus Dance Central's being hyped up as the Kinect killer app. MGS is also probably one of the few publishers who could really give Harmonix the sort of resources their games demand too (in terms of licensing).
The only thing I can really see standing in the way would be if it sours their (close) relations with Activision. I doubt MGS wants to rock the COD boat...
