No they're both doing poorly in Japan. Selling 2m consoles in Japan is the equivalent of selling 4m in the USA. They're not terrible numbers, but they're fairly average numbers. The difference is Wii is doing average numbers in Japan after having an excellent year (4m) and a good year (2.8m).
For me, Japan figures, when you look at history are essentially:
4m - A to A (NES, SNES, PS1, PS2, GB, GBA, DS all got here)
3.2m - 4m B to A-
2.4m - 3.2m B- to B
1.6m - 2.4m C- to C
0.8m - 1.6m D- to D
0m - 0.8m - F
The PS3 peak is in the C range (2.3m) to date, the Wii peak about B . That is why publishers have supported portables in Japan - DS did 7m (!!) two years in a row, and PSP has had a B year or two, while the consoles have sold poorly against historical levels.
People are difficult to govern because they have too much knowledge.
