It's true they know what they need to do to get support, but without real incentives like less royalty fees or some money for development, third parties are always likely to go with whats easiest and takes less effort to develop.  On Wii you only see Classic Controller support as often as you do because it is quick and easy to do that, the Wii remote seems to be hard for developers to wrap their heads around so having an easy out helps them, but they still can't make a game Classic Controller exclusive cause they don't want to limit their install base.
