I thought it was a pretty good review. It's always a bit of a risk when you make your ability to land a hit stat dependent because it's very hit or miss (no pun intended) with players and reviewers. It doesn't bother me because I really love stats and stat building in computer games but I can see why a lot of reviewers gave it a bad score as a result. I don't think this review or the reviews that gave it a low score are bad, but I really think it highlights that this feature is something that some gamers will overlook (me) while other gamers will see this as a gamebreaker. Because I grew up playing Baldur's gate and Morrowind the idea of an invisible 'hit roll' is like second nature to me, but I have to accept that it is a bit of a dying style these days, hence why games like Oblivion got rid of it.
