These characters where in mario Hoops 3 on 3. So it's no surprise there here again.
Not a big deal. Outside of maybe Dixie Kong or Rosalina, there aren't any other Mario characters who are just enemies (unless you stretch it). Seeing as Boo, Paratroppa, Birdo and Dixie were in Hoops, I don't doubt some of there will be here.
