I'd disagree and give it a 9 at least.

The graphics are awesome. It's the exact same engine as MW2, but with (IMO) better and more varied locations and a lot more going on at one time. Yet they rate it .5 lower than MW2. Strange.

And lasting appeal of 9 for a CoD game is simply stupid. Call of Duty has the most popular Multiplayer of any game on the Xbox or PlayStation. Black Ops has the most customizable Multiplayer experience of all the CoD games. It has Zombies that MW doesn't have. It has Co-op Multiplayer. It has split-screen Online. Lasting Appeal is not possibly only a 9 for this game...

Gameplay is also strangely low. The controls are perfect. There are more new weapons for you to play with. More part of the game where you can drive vehicles. They gave MW2's Gameplay a 9.5... This is pretty much the same with more added on and they gave it an 8.

Sound - No complaints. Sountrack is the best I've heard in a CoD game since... Well.. Ever.

I think the big reviewers are mainly going to rate this badly for 2 reasons -

They see how much they overrated Modern Warfare 2

or

They simply have a boner for Infinity Ward/ Modern Warfare.

It's just their nostalgia boner for GoldenEye interfering since they gave GoldenEye a 9 lol jk

Personally from what I played which is like the first hour the level design is pretty disappointing and the mechanics are essentially the same game as the past 3, IW while being terrible at making an online game they knew how to give you a few options, take this route to flank the other route to go straight into the fight, Black Ops lacks that.  Plus it was a little hard to follow the story, I know they were shocking it out of him and all but it went from cuba, to Russia, to the Pentagon and you're like wtf is going on O_O

Not bad it's much better than W@W story wise, and it's not like I hate it I'm just trying to play devils advocate a bit cause there are some issues.

Sound is an amazing point though, W@W stomped CoD4 and MW2, Black Ops stomps all 3.

Graphics is soooooooo much better than MW2 and you couldn't tell W@W and Black Ops was made by the same team cause W@W was just muddy graphics all around, while Black Ops is just so clean and colorful at times.

For me mechanics and level design is a big issue when you judge score, the other part is the icing on the cake, but no doubt Multiplayer they blew the doors off, there's finally a PS3 shooter with splitscreen multiplayer online and story co-op and it looks great and not set in stupid ass World War II

So yeah... I could see someone getting tired of mechanics and sorta bland level design (it is really pretty and action packed which distracts you from that if it helps) but I think it's probably going to chart all over the place score wise.
