Considering that PC's can produce much better graphics than either PS3 or 360 even with just dual core processor, quad core processor should be enough. Even on PC's, some older quad core processors are slower than some new dual core processors even at same GHz figures and even if application supports 4 cores. Amount of cores or clock speed doesn't tell everything about processor speed... Anyway, GPU is more important than CPU nowadays. If you have powerful GPU even dual core processor might be enough for next generation.
