Let me point something out: Sailor Moon has a ridiculous number of Sailor Scouts/Senshi and other protagonists.
- There are the "main" Senshi: all the planets, except Earth but including Pluto [edit: and the Moon, obviously]. That's nine.
- There are the characters peripheral to the main senshi: Sailor Mini-Moon, Sailor Moon's daughter from the future; Luna and Artemis, catlike advisors; Tuxedo Mask AKA Endymion, Sailor Moon's love interest; Naru, Sailor Moon's civilian identity's friend who gets attacked a lot in the early series; et cetera.
- There are the four Ayakashi SIsters, who were IIRC evil but cured by Sailor Moon, so they could go either way.
- There are a billion or so Senshi from elsewhere, good and bad; AFAIK the "bad" ones are just corrupted so any of them could be good too in the game. Most notable: Sailor Galaxia. http://en.wikipedia.org/wiki/Sailor_Scout#Variants
Suffice to say there are enough options available to me for protagonists that forcing nameclaims is hardly a guarantee of flushing out scum. This was actually a contributing factor to why I chose SM for my theme.
And likewise, I have many many many options when it comes to choosing scum.
