They need to fill orders for stores that did not do pre-orders (Target, Best Buy, etc), so the stores that had pre-orders could not keep bumping their orders if their pre-order numbers exceeded their initial shipment numbers. Basically they needed to make sure they had enough units to fill initial orders made by multiple companies.
