They always have accepted that some games bombed, like Okami, some RE games, latest Street fighter games, etc.
And you didn't got it. Zack & Wiki was a WAY cheaper game to make than COD 4, thus it doesn't require to sell a million to break even.
If capcom staff have stated that Zack & Wiki it's doing fine, why people on forums can't accept that?
